When an applicant does not notify the People's Republic of China though the eTDE system, the Public Health Veterinarian (PHV) signing these certificates must follow the procedures listed inFSIS Notice 03-13Part IV, to enter the certificate information into FSIS's Public Health Information System (PHIS). The time required by the PHV to record this information in PHIS will be included in the reimbursable time charged to the establishment or exporter.
